About us
Billy the Kidden Rescue is committed to reducing feline overpopulation and improving outcomes for displaced cats and kittens throughout Hampton Roads. Our primary focus is the humane management of community cats through Trap, Neuter, Return (TNR) and the rescue, medical stabilization, socialization, and adoption of vulnerable kittens.
Through sustained TNR efforts, we have significantly reduced the number of kittens born into unsafe outdoor environments where survival rates are low and preventable suffering is common. By interrupting the reproductive cycle, our program creates measurable, long-term reductions in feral cat populations.
As the largest home-based rescue on the East Coast, Billy the Kidden Rescue operates through an extensive foster network that enables us to provide individualized care at scale. Each year, despite ongoing TNR initiatives, hundreds of kittens are still born outdoors. When possible, these kittens are placed into foster homes where they receive veterinary care, proper nutrition, and structured socialization to prepare them for adoption into permanent homes.
Our dual approach — prevention through TNR and intervention through foster-based rescue — allows us to address both the root cause and the immediate impact of feline overpopulation. With continued funding support, we aim to expand TNR coverage, increase foster capacity, and improve access to veterinary care, ultimately reducing shelter intake, euthanasia rates, and community strain.
Billy the Kidden Rescue remains dedicated to creating sustainable, humane solutions that break the cycle of overpopulation and improve quality of life for cats and the communities in which they live.
