For the past 30 years, Upper Bay Counseling has provided mental health, counseling, and addiction services in Cecil and Harford Counties, Maryland, supporting behavioral health needs locally. Upper Bay Counseling & Support Services, Inc., is a mission-based, 501(c)(3) non-profit organization. Our mission is to "provide a broad and expanding range of high-quality behavioral health and community services. We promote wellness and uphold the dignity of our consumers. We are dedicated to excellence through creativity, flexibility, and teamwork. We serve and advocate for individuals, families, and communities.”

We provide our clients with a full spectrum of confidential services for adults, children, and adolescents. We build a relationship with each client that we serve, who represent a wide array of individuals, more than 2,500 annually, who have behavioral or mental health concerns.
