The SPCA of Winchester, Frederick, and Clarke Counties will strive to strengthen the human-animal bond and safeguard animals in transition. The SPCA has been serving the community since 1907. We are a source shelter for Winchester City limits and a destination shelter for Frederick and Clarke Counties. We also support the mission of the Virginia Federation of Humane Societies and their goal of Virginia becoming a no-kill state by 2020. We do not accept animals from outside of The Commonwealth. To fulfill our mission, we will follow these Guiding Principles: • We will practice compassion for animal caregivers. • We will be a progressive community-based animal intervention and education center. • We will be an interactive center employing non-traditional means to involve the community. • We will have appropriately certified veterinary staff to care for our animals.
